<br /> <br />Public Health Study Session <br />September 24, 2025 <br />at 10:00 am <br />Commissioners’ Conference Room <br />Meeting Minutes <br /> <br /> <br />Present: Laura Osiadacz (chair), Brett Wachsmith <br />Absent: Cory Wright <br />Others: Candi Blackford, Erin Moore, Kasey Knutson, Emily Brown (Lower District Court) <br /> <br />The meeting was called to order at 10:00 am by Laura Osiadacz <br /> <br />Department Business <br />Behavioral Heath Court Funding Request <br />Kasey Knutson discussed with the board the request for continued funding for Kittitas County Behavioral <br />Health Court with 1/10th of 1% mental health chemical dependency funds. Ms. Knutson briefly discussed <br />previous funding allotted for behavioral court in Kittitas County. Emily Brown briefly discussed funding <br />continuation through 2027 and how they utilize other sources of funding first before using these funds. <br />Ms. Knutson recommended the board approve a resolution to continue funding the Kittitas County <br />Behavioral Health Court with 1/10th of 1% mental health chemical dependency funds. <br /> <br />09.01: Motion to approve Resolution 2025-173 to ratify revenues received by the Kittitas County Public <br />Health Department and approved by the Kittitas County Board of Commissioners to fund Behavioral <br />Health Court with 1/10th of 1% Funding for Mental Health and Substance Use Disorder. Motion 09.01 carried to approve Resolution 2025-173 to ratify revenues received by the <br />Kittitas County Public Health Department and approved by the Kittitas County Board of Commissioners <br />to fund Behavioral Health Court with 1/10th of 1% Funding for Mental Health and Substance Use <br />Disorder. <br /> <br /> <br />Cold Weather Shelter Funding Discussion/Direction <br />Kasey Knutson noted that KCPHD released a request for proposal this month and received one <br />submission to the proposal from Hopesource. Hopesource was the previous Cold Weather Shelter <br />Operator during the 2024/2025 season. The current RFP submission was evaluated by two KCPHD staff <br />and two City of Ellensburg staff and the submission was determined to meet requirements of the RFP.
