KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: Public Hearing November 4, 2025 <br /> <br />ACTION REQUESTED: Hold a public hearing regarding resolution to set the Kittitas County <br />Noxious Weed Control Board assessment levy for lands within <br />Kittitas County, outside Weed Districts 1, 2, 3, 4, & 5, and pass said <br />resolution if approved by the Board of County Commissioners. <br /> <br /> <br />BACKGROUND: RCW 17.10.240 authorizes the County Legislative Authority, after a <br />public hearing, to levy assessments against certain lands for the <br />purposes of weed control. Original Weed Board levy assessments <br />were established in 1995 by Resolution 95-133 and updated by <br />Resolutions 2007-126 and 2008-161. The County Weed Board <br />determined there is a need to increase assessment rates for lands <br />within Kittitas County as Noxious Weed Control Board operating <br />costs of an effective noxious weed control program have increased <br />substantially since the last weed assessment rate adjustments. <br /> <br />INTERACTION: The Kittitas County Noxious Weed Board determined the financial <br />needs to sustain the program for the next ten years and drafted a weed <br />assessment levy resolution that meets those needs. The Prosecutor’s <br />Office reviewed and approved the proposed resolution. <br /> <br />RECOMMENDATION: I recommend that the Board of County Commissioners hold a public <br />hearing regarding said resolution and pass the resolution if approved <br />by the Board of County Commissioners. <br /> <br />HANDLING: Original – Clerk of the Board <br /> Copy – Prosecutor <br /> Copy – Assessor <br />Copy – Treasurer <br /> Copy – Auditor <br />Copy – Weed Board <br /> <br />ATTACHMENTS: Public Hearing Notice and Resolution to set weed assessment levy for <br />lands within Kittitas County. <br /> <br />LEAD STAFF: Todd Davis, County Weed Board Coordinator <br /> <br /> <br /> <br /> <br /> <br />
