09/23/2025 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
SPECIAL MEETING

TUESDAY 2:00 P.M. SEPTEMBER 23, 2025

Board members present: Chairman Laura Osiadacz; Vice-Chairman
Cory Wright & Commissioner Brett Wachsmith.

Others: Mandy Buchholz, Office Administrator; Ben Kokjer, Chief
Deputy; Bryan Elliott, Auditor; Cody Cupp, Assistant Maintenance
Director; Patti Stacey, Facilities Maintenance Director; Chris
Whitsett, Inspector; Zack DeHaven, Budget & Finance Director and
one member of the public.
PUBLIC COMMENT - NONE
DISCUSSION EOC / SEARCH & RESCUE COMMISSIONERS
Chairman Osiadacz opened a Special Meeting to discuss and
consider giving direction with regard to the EOC/Search and
Rescue Building funding/bid update.
Patti Stacey, Facilities Maintenance Director, stated that they
received 10 bids in response to the EOC/Search and Rescue
Building project. The range in bids was low bidder $2,955,300.00
(pre-tax) and the highest bid was $3,843,986.00 (pre-tax). She
stated that she needs to tell the contractor within ten days and
we need to determine where the funding to pay the difference is
coming from.
The Board discussed potentially using either 3/10th Sales Tax
funding, REET 1 (finance states its being heavily committed as
is), or possibly a General Fund Short-term loan.
The Board stated they would like to see a partnership with the
Sheriff’s Office and collective agreement to use 3/10th funding.
However if statute doesn’t allow for that, they can revisit
using REET 1.
OTHER BUSINESS - NONE
The meeting was concluded at 2:16 p.m.
