AQOB C-2024^KiCPHD_0001 0 <br />BETWEEN <br />THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br />AND <br />Kittitas County Public Health Department <br />PURPOSE: To amend the above-referenced agreement (AGREEMENT) between the state of Washington Department of <br />Ecology (ECOLOGY) and Kittitas County Public Health Department (RECIPIENT) for the Community-Led Air euality <br />Improvement for Ellensburg (PROJECT). <br />The purpose of amendment 1 is to extend the end date of the agreement to 613012027 to allow more time to complete <br />deliverables. This is a no-cost amendment. <br />IT IS MUTUALLY AGREED that the AGREEMENT is amended as follows <br />Expiration Date: <br />Original: 0613012025 Amended: 0613012027 <br />Project Long Description: <br />Amended: <br />Community-Led Air Quality Improvement for Ellensburg <br />Kittitas County Public Health Department (KCPHD) proposes a six month- two year project depending upon funding <br />availability, starting in Jan 2025, to reduce criteria air pollutants-carbon monoxide, lead, nitrogen dioxide, sulfur dioxide, <br />ozone' and particulate matter-in Ellensburg, an overburdened community. The project emphasizes community involvement to <br />design emissions reduction strategies that reflect local priorities. If funding is only available for six months the focus will be on <br />the initial community engagement and data analysis needed for future projects when funding becomes available. <br />Project Tasks and Deliverables <br />The project will unfold in four phases <br />1. Community Outreach and Engagement (April ZO25 - Sept 2025): <br />KCPHD will form a stakeholder advisory group, including residents and environmental advocates. Through meetings, focus <br />groups, and surveys, diverse community input will be collected. <br />Deliverable: Stakeholder group and initial outreach plan. <br />2. Data Collection and Needs Assessment (Oct2025 - March 2026): <br />Surveys, interviews, and focus groups will assess community air quality concerns.
