The applicant wants to remove the development rights from 21 parcels and <br />place the parcels in a conservation easement. The subject property is located off <br />Ridgecrest Road approximately 1.6 miles northeast of the intersection of State <br />Highway 903 & Ridgecrest Road in Kittitas County. The 21 parcels total 63 acres and <br />are wholly or partially covered by priority habitat and species. Per KCC <br />17A.04.020(1)(d), state priority habitats and areas associated with state priority species <br />are considered a fish and wildlife habitat conservation area. After review of the <br />application materials and a site visit, staff have determined that the parcels qualify for <br />the transfer of development rights. When signed and recorded, the TDR conservation <br />easement will create 21 development right certificates.
