The
applicants are wanting to remove the development rights from 10 parcels and place the
parcels in a conservation easement to protect the land in perpetuity. The subject
property is located off State Highway 970 approximately 1.5 miles northwest of the
intersection of State Highway 970 & State Highway 10 in Kittitas County. The 10
parcels total 11.44 acres and are covered wholly or partially by floodplain. Per
KCC17.13.020 frequently flooded areas are eligible to be a sending site. After review
of the application materials and a site visit, staff have determined that the parcels
qualify for the transfer of development rights. When signed and recorded, the TDR
conservation easement will create 10 development right certificates. The conservation
easement is before you.

INTERACTION: CDS, Board of County Commissioners

ATTACHMENTS: Conservation Easement for Williamson Transfer of Development Rights (TD-24-
00004).

STAFF
RECOMMENDATION: CDS staff recommends that the Board of County Commissioners approve the
conservation easement for the Williamson Transfer of Development Rights (TD-24-
00004).

HANLDING: Presentation to the Board by Kittitas County Community Development Services.

RESPONSIBLE STAFF: Bradley Gasawski, Community Development Services Planner I
