BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO.2025- <br />A RESOLUTION TO AUTHORIZE EXECUTION OF AN INTERLOCAL <br />AGREEMENT BETWEEN KITTITAS COUNTY AND THE OFFICE OF <br />SUPERINTENDANT OF PUBLIC INSTRUCTION <br />WHEREAS, the Interlocal Cooperation Act, as amended, and codified in Chapter 39.34 of the <br />Revised Code of Washington ("RCW"), provides for public agencies to enter <br />into agreements for joint or cooperative action authorized under that chapter; <br />and <br />WHEREAS, The Office of Superintendent of Public Instruction (OSPI) and the Kittitas <br />County Public Health Department (KCPHD) wish to enter into this interlocal <br />agreement (ILA) for the successful implementation and operation of health and <br />sanitation evaluations of food service management companies (vendors), <br />sponsor food preparation facilities, and feeding sites operating under the U.S. <br />Department of Agriculture (USDA) Summer Food Service Program (SFSP) <br />during the summer of 2025 as required by 7 CFR Part 225 as a condition to the <br />allocation and expenditure of USDA SPSP funding; and <br />WHEREAS, KCPHD shall furnish the necessary personnel, equipment, material and/or <br />services and otherwise do all the things necessary for or incidental to the <br />performance of the work required in the ILA; and <br />WHEREAS, KCPHD agrees to perform periodic health and sanitation evaluations, including <br />eleven (11) health inspections of the entities participating in the Summer Food <br />Service Program in Kittitas County, as determined by the local Public Health <br />District's requirements; and <br />WHEREAS, OSPI will provide KCPHD with a list of approved sponsors by July 1, 2025; and <br />WHEREAS, this program shall commence on the date of execution and will run until its <br />completion on September 30, 2025 (the program's expiration); and <br />WHEREAS, OPSI will pay the total amount, which will not exceed $1,939.00, and consists <br />of the payment of $176.25 per inspection to KCPHD upon satisfactory <br />performance of the work by KCPHD and successful invoicing by KCPHD to <br />OPSI before September 30, 2025. <br />WHEREAS, KCPHD Contract Manager shall be the contact with OPSI's Director of the <br />Summer Food Service Programs for the execution of this ILA, which is attached <br />hereto and incorporated by reference. <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the <br />best interest of the public, does hereby authorize the Boards' signature on an Interlocal <br />Agreement between Kittitas County and the Office of Superintendent of Public Instruction. <br />
