KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: June 3, 2025 <br />ACTION REQUESTED: Request to Approve a Resolution authorizing The Board of County <br />Commissioners signature to execute an Interlocal Agreement with the <br />City of Ellensburg for the installation and maintenance of a fish <br />screen in County Right of Way on Judge Ronald Road. <br />BACKGROUND: The City of Ellensburg approached Public Works about installing a <br />fish screen on an existing concrete flow diversion structure in Lyle <br />Creek on Judge Ronald Road. The installed screen will prevent fish <br />from Lyle Creek from entering the East Branch of Lyle Creek <br />currently being used as irrigation delivery. The screen has been <br />permitted through the Washington Department of Fish and Wildlife <br />(WDFW) in conjunction with a City project occurring downstream. <br />The screen will be removed in the winter months when irrigation is <br />off. <br />Per the attached interlocal agreement, the City will install, maintain, <br />and operate the screen at their expense. The County will retain <br />ownership and control of the concrete diversion structure in the event <br />a future project warrants alteration. <br />Both the County's and the City's legal have reviewed the interlocal <br />agreement. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve a resolution Authorizing the Board of County <br />Commissioners signature to Execute an Interlocal Agreement with the <br />City of Ellensburg for the installation and maintenance of a fish <br />screen in County Right of Way on Judge Ronald Road. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution; Interlocal Agreement <br />LEAD STAFF: Cameron Curtis, County Engineer <br />
