MARCH 31, 2025 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Mandy Buchholz, Office Administrator; Bryan Elliott, <br />Auditor; Zack Dehaven, Budget & Finance Director; Andrew Yoder, <br />Assistant Finance Director; Kylee Wuesthoff, Finance Officer; Amy <br />Cziske, Treasurer and one member of the public. <br /> <br />PUBLIC COMMENT – Letter acknowledged by Chairman Osiadacz from Pat <br />Kelleher on 3/28/2025 @ 10:24 a.m. <br /> <br />SPECIAL MEETING BUDGET PRIORITIES COMMISSIONERS <br /> <br />At 10:00 a.m. Chairman Osiadacz opened a Special Meeting to discuss <br />& review the 2026 strategic budget priorities. <br /> <br />The Auditor’s office provided a recap of the last Special Meeting on <br />March 17, 2025. They reviewed the 2026 budget timeline and proposed <br />process; budget development and the rules of engagement; potential <br />solutions and next steps; fund balance forecast; 2022, 2023 audited <br />budget and 2024 projected; REET 1 vs REET 2; REET 1 revenue & <br />expense review; discussion about sweeping interest to the General <br />Fund; REET 2 split for 2025; discussion on vacancies frozen or <br />eliminated and the difference long term; review of vacancy history <br />of positions at the County. <br /> <br />The Board provided direction of things they would like the Auditor’s <br />office to work on & develop including a zero-deficit budget; pro <br />forma model; personnel; zero-based budget; facilities planning and <br />to develop a policy for fund balance guidelines. <br /> <br />The meeting was concluded at 2:29 p.m. <br /> <br />KITTITAS COUNTY COMMISSIONERS <br />OFFICE ADMINISTRATOR KITTITAS COUNTY, WASHINGTON <br /> <br /> <br /> <br />Mandy Buchholz Laura Osiadacz, Chairman <br />
