KITTITAS COUNTY <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />a <br />ITUESDAY 2:00 PM Febru 11 ' 202 <br />Board members present: Chairman Laura Osiadacz, Vice- Chairman Cory Wright, and <br />Others: Patti Stacey, Lisa Lawrence, Josh Frederickson and Cameron Curtis <br />Call to Order at 2:04 p.m. <br />Citizen Comments (I in. time limit) None <br />Request Board Approval and Chair's Signature on Letter to Department of Ecology <br />Delegating Signing Authority to the Solid Waste Director: Commissioner Wright moved to <br />approve; Commissioner Osiadacz seconded the motion. Motion carried 2-0. <br />Request Board Approval and Chair's Signature on Transfer Station Change Order: <br />Commissioner Wright moved to approve; Commissioner Osiadacz seconded the motion. Motion <br />carried 2-0. <br />Ryegrass Update: Discussion was held that the Ryegrass location has several different permits <br />for operations. That staff is working with the Department of Ecology on the placement of a new <br />monitoring well that will cover the LPL Landfill, the closed MSW Landfill and the Septage <br />Lagoons. The project will go out to bid and be installed this spring. <br />Patti informed the Board that staff are working on getting the North end of the LPL Landfill <br />ready for closure and that since there has been a reduction in construction debris received, it is <br />taking longer than anticipated. Patti informed the Board that the State Biosolids Permit has been <br />appealed, but the County has applied anyway and is requesting additional application fields in <br />the new permit and that it will go through the SEPA process. <br />Patti informed the Board that the Department of Ecology has been on site to do an inspection in <br />response to complaints they have received. Patti presented the Board with a letter from Ecology <br />stating there was no evidence of non-compliance with WAC 173-308-270 and that the sites <br />remained in good standing with permits. Patti informed the Board that Ecology completed <br />another site visit today and reported again that there were no violations of our permit. <br />OTHER BUSINESS: Patti gave the Board an update on the EOC project stating that the ground <br />clearing portion of the project is out to bid and closes on Thursday. Discussion was held on the <br />concerns of the project going over budget. <br />2025-02-11 MINUTES <br />
