KITTITAS COUNTY <br />LAND USE HEARING EXAMINER <br />IN THE MATTER OF ) FINDINGS OF FACT, <br />CONCLUSIONS OF LAW, <br />LP-23-0001 ) CONDITIONS OF APPROVAL <br />THORP LANDING LONG PLAT ) AND DECISION <br />THIS MATTER having come on for hearing in front of the Kittitas County Hearing Examiner on June <br />22, 2023, the Hearing Examiner having taken evidence hereby submits the following Findings of Fact, <br />Conclusions of Law and Decision: <br />I. FINDINGS OF FACT <br />Thorp Landing LLC submitted an application for a 104ot plat on 2 parcels totaling 54.39 <br />acres of land. The proposal includes 10 residential lots ranging in size from 5.00 acres to <br />8.64 acres. The subject parcels are zoned Agriculture 5. It is part of a Rural Residential Land <br />Use designation. These parcels had a land use designation change from Rural Working to <br />Rural Residential and a zoning change from Agriculture 20 to Agriculture 5 under Ordinance <br />2022-017 (RZ/CP-22-00002 Thorp Landing) that was part of the County's 2022 annual <br />docket cycle for changes to the comprehensive plan, zoning map and development <br />regulations. <br />2. The project area contains two tax parcels (443233 and 493233), located approximately .5 miles <br />northwest of the intersection of N. Thorp Hwy and I-90 off of Thorp Landing Lane in Section <br />11, Township 18, Range 17, W.M.; Kittitas County. The properties bear Kittitas County Map <br />numbers 18-17-11040-0033 and 18-17-11040-0007. <br />3. Total Project Size: 54.39 acres <br />Number of Proposed Lots: 10 (2 currently existing) <br />Domestic Water: 2 Group B Wells (Existing one to serve 2 lots, New one to <br />serve 8 lots) <br />Sewage Disposal: Septic <br />Fire Protection: Thorp (Fire District 1) <br />Irrigation District: Westside Irrigating Company <br />Site Characteristics: <br />North: Residential/Town of Thorp <br />South: Residential/Some farmland <br />East: A Few Residential Lots/Vacant Land <br />West: Mostly Farming Uses <br />Access: Access to the site will be via Thorp Landing Lane (a private drive) from N.
