KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: December 17, 2024 <br /> <br />ACTION REQUESTED: Request to approve the annual Resolution to Authorize Execution of <br />the Interlocal Agreement with Kittitas County EMS & Trauma Care <br />Council for Coordination of Emergency Medical Services and the <br />2025 Payment Agreement (attachment “C” to the Interlocal <br />Agreement). The term of this agreement will be from January 1, 2025, <br />through December 31, 2025. <br /> <br />BACKGROUND: Attachment “C”, Payment Agreement, is an original part of the <br />Interlocal Cooperation Agreement with the Kittitas County EMS & <br />Trauma Care Council (EMS Council) that was entered into December <br />26, 1995. The Attachment “C” is the only portion of the agreement <br />altered annually. An annual Resolution is also renewed. The Payment <br />Agreement reflects the Proposed 2025 Budget Plan recommended by <br />the EMS Council on July 17, 2024, for the operation of the Kittitas <br />County EMS Division and sent out to all participating jurisdictions in <br />July. The Proposed 2025 Budget Plan was presented at the November <br />20, 2024, KCCOG meeting by the EMS Coordinator, as required per <br />Interlocal Cooperation Agreement. The OFM 04/01/24 population <br />forecast was used for budget distribution between the participating <br />jurisdictions. The budget plan reflects a 3% budget increase for 2025 <br />jurisdiction contribution. <br /> <br />INTERACTION: The Prosecutor’s Office has reviewed and approved the annual <br />Resolution and Payment Agreement. The only change to the Payment <br />Agreement annually is to the budget amount to be paid by each <br />participating jurisdiction.
