KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: November 19, 2024 <br />ACTION REQUESTED: Request to schedule a Public Hearing for December 17, <br />2024, at 2:00 pm local time to consider a Road Vacation of a <br />portion of Markovich Road public right-of-way. <br />BACKGROUND: A resident, Patricia OHearn, adjacent to Markovich Road has <br />applied to vacate the unopened Markovich right of way <br />(ROW) that exists south of the county road (approximately <br />MP 0.58 to MP 1.00). The ROW could provide access to up <br />to seven parcels, but at least two of the affected parcels <br />access their property from a location other than the unopened <br />ROW. <br />The Public Lands Access Committee (PLAC) discussed the <br />proposal at their October 30th meeting and gave their <br />recommendation to proceed with the vacation noting <br />alternative access routes to the Public Land which share a <br />corner with the ROW. <br />Once vacated, the land will become attached to adjoining <br />properties East of the road and add to the taxable land mass <br />of the County. A non-exclusive access and utility easement <br />will be left in place of the ROW. <br />A public hearing is required by County code considering the <br />merits of the vacation request. At the public hearing, the <br />County Engineer will provide the Board an Engineer's <br />Report addressing the vacation request pursuant to County <br />Code and State law. <br />INTERACTION: Public Works <br />RECOMMENDATION: Schedule a Public Hearing for December 17, 2024, at 2:00 <br />pm local time to consider a Road Vacation of a portion of <br />Markovich Road public right-of-way. <br />HANDLING: Return one (1) Notice of Public Hearing to Public Works. <br />ATTACHMENTS: Notice of Public Hearing; Location Map <br />LEAD STAFF: Cameron Curtis, County Engineer <br />
