KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: August 20, 2024 ACTION REQUESTED: Request to Approve a Resolution initiating County Road Project designated as CRP NO: 321-24, No. 6 Road Improvements. BACKGROUND: The Country Road Administration Board (CRAB) administers the Rural Arterial Program (RAP) biennially to assist funding County road and bridge construction projects across Washington State. CRAB is currently accepting final prospectus applications for the next biennium (2025-2027), and Public Works has identified the No. 6 Road as a project fitting the criteria for funding. Preliminary prospectus for No. 6 Road Improvements was submitted to CRAB in April of 2024, and was scored as the sixth highest project in the Southeast Region for its funding category. Additional scoring will be applied to projects submitted during final prospectus. The project will include of the replacement of the existing pavement to repair failing pavement sections, widening the travel lanes to 12-foot lanes with 2-foot shoulders, and addressing roadside safety elements including the addition of guardrail and removal of hazards in the clear zone from milepost 0.00 to 3.58. To meet the requirements of the program, the project should be initiated as a county road project and shown on the County's Six Year Transportation Improvement Plan. Project design will be performed by Public Works staff with as - needed assistance from on -call consultants. The project will require a 10 percent match in local funds for design and construction. The current estimated total cost for the project is $1,450,000, with $145,000 being the local match.
