2024-05-28 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 5/28/2024 <br /> <br />Board Members Present: Brett Wachsmith, Laura Osiadacz, Cory Wright <br />Others Present: Amy Cziske, Bryan Elliott, Chelsey Loeffers <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />REQUEST TO APPROVE RESOLUTION TO ESTABLISH BYLAWS FOR THE CITIZENS’ <br />COMMISSION ON SALARIES FOR COUNTY COMMISSIONERS <br />HR Director Killgore presented a resolution to adopt bylaws for the recently established Citizens’ Commission on <br />Salaries for County Commissioners. Auditor Elliott added that three Commission members have been selected via <br />lot draw. The Board commented that they will select their two members at a later meeting. Commissioner <br />Osiadacz moved to approve Resolution 2024-097 to establish bylaws for the Citizens’ Commission on Salaries for <br />County Commissions. Commissioner Wright seconded the motion. Motion was approved; 3:0. <br />DISCUSSION/DECISION – TREASURER’S OFFICE BUDGET CORRECTION <br />Auditor Elliott summarized that several staff wage increases were overlooked in the Treasurer’s Office when the <br />budget was adopted. These corrections will be part of the upcoming budget amendment. Commissioner Osiadacz <br />moved to authorize the budget corrections. Commissioner Wright seconded the motion. Motion was approved; <br />3:0. <br />DISCUSSION – EMPLOYEE CHILDCARE <br />Director Killgore and Public Health Director Loeffers presented the Board with information provided by Alliant <br />regarding a Dependent Care Flexible Spending Account (FSA) plan. The Board expressed interest in gathering <br />more information on this benefit option. Director Killgore will follow up with Alliant to gather quotes and more <br />information. <br />CLOSED SESSION – RCW 42.30.140(4)(B) <br />The OPMA does not apply to that portion of a meeting during which the governing body is planning or adopting the <br />strategy or position to be taken by the governing body during the course of any collective bargaining negotiations, or <br />grievance or mediation proceedings, or reviewing the proposals made in the negotiations or proceedings while in progress. <br />The Board entered closed session to discuss collective bargaining. No action was taken. <br />
