KITTITAS COUNTY <br />FINANCE STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Special meeting <br />THURSDAY 3:00 PM May 16, 2024 <br />Board members present: Chairman Laura Osiadacz (Webex), Commissioner Cory Wright <br />Staff Present: Brian Carlson, Finance Director, Amy Cziske, Treasurer, Zack DeHaven, <br />Sue Patterson <br />Others: Claire Nicholls <br />1. Call to Order: 3:02 PM <br />2. Citizen Comments - none <br />3. 2024 Budget- Consideration of Upper Kittitas County Recreation Center for Funding <br />Mr. Carlson spoke regarding a revised funding request of $125K for Critical path items needed <br />to complete preconstruction. Claire Nicholls elaborated on the request and project status to date <br />as well as the potential of additional funding sources. The current shortfall to shovel ready is <br />$462K. The outcome of requests to other funding sources are yet to be determined. <br />Commissioner Wright and Chairman Osiadacz agree with ARPA funding. A professional <br />agreement will be drafted and presented on the next consent agenda. <br />4. Amendment to ARPA Grant Award Contract with Boys and Girls Club of Columbia Basin <br />Mr. Carlson discusses the request to extend the deadline of the awarded funds from December <br />2024 to December 2025.Commissioner Wright moved to adopt the amendment as stated. <br />Chairman Osiadacz seconded the motion and the motion passed. <br />5. 2024 Budget- Consideration of Finance Staff Reclassification <br />Mr. Carlson proposal to rescope and reclass an accountant position to a management position. <br />The position with would be an exempt position and the Union has no objections. Bryan Elliott <br />agrees with this proposal as does Chairman Osiadacz and Commissioner Wright. A PAF will be <br />prepared for the HR Study Session or BOCC Admin meeting. The budget will reflect the change <br />in the next quarterly budget amendment. <br />2024-05-16 MINUTES <br />
