KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: May 7, 2024 ACTION REQUESTED: Request to Approve a Resolution to Award the Contract for the Bowers Field East Taxilane Pavement Rehabilitation and Apron Reconfiguration and Authorize the Public Works Director to execute the same. BACKGROUND: On March 5, 2024, the BOCC approved a Notice of Call for Sealed Bids for the construction of the Bowers Field East Taxilane Pavement Rehabilitation Project. Sealed bids were opened publicly on March 28, 2024, at Kittitas County Public Works. There were three (3) responsive bids received. The lowest responsive bid was from Central Paving, LLC in the amount of $351,414.94. The Federal Aviation Administration (FAA) reviewed bid documents and responded on April 19, 2024, with concurrence to award. Pavement rehabilitation of the east taxilane and apron area are identified as a priority need in the Bowers Field Capital Improvement Plan (CIP). The Bipartisan Infrastructure Law as enacted in the Infrastructure Investment and Jobs Act authorized additional allocation for airport projects. Funding for pavement rehabilitation work for Bowers Field project FAVAIP No. 3-53- 0026-022-2023 was awarded for 90 percent of construction with a 10 percent local match. A grant application has been submitted to the Washington State Department of Transportation Aviation Division for funding to cover 5 percent of the required match. The FAA has not yet released funds for the grant. This is anticipated. The anticipated start of construction is June 2024. INTERACTION: Public Works. RECOMMENDATION: Approve the Resolution to Award the Contract for the Bowers Field Taxilane Pavement Rehabilitation and Apron Reconfiguration Project and Authorize the Public Works Director to execute the same.
