04/02/2024 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. APRIL 2, 2024 <br />Board members present: Chairman Brett Wachsmith and Commissioner <br />Cory Wright. Excused: Vice-Chairman Laura Osiadacz <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Stephanie Hartung, Chief Civil Deputy Prosecutor; and <br />Mark Cook, Public Works/CDS Director; Kady Porterfield, Event Center <br />Director; Josh Fredrickson, Engineer; and 1 member of the public. PUBLIC HEARING PARKING RATES EVENT CENTER <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />adopting amendments to the parking rates at the Kittitas County <br />Fair. <br /> KADY PORTERFIELD, EVENT CENTER DIRECTOR, reviewed a Staff Report and <br />said the proposed changes to parking rates were based on <br />availability, supply, and demand. It would be effective April 3, <br />2024, and initiated for the 2024 Kittitas County Fair. <br /> THOSE PRESENT & REQUESTING TO TESTIFY: PAT KELLEHER recommended the <br />County should change the price of parking in the north lot to a <br />minimum of $20.00. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> KADY PORTERFIELD, EVENT CENTER DIRECTOR, said she appreciated the <br />feedback and would take Mr. Kelleher’s comments back to the Fair <br />Board. RESOLUTION 2024-052 PARKING RATES EVENT CENTER COMMISSIONER WRIGHT moved to approve Resolution No. 2024-052, <br />Adopting Amendments to the Parking Rates at the Kittitas County <br />Fair, effective April 3, 2024. CHAIRMAN WACHSMITH seconded. Motion <br />carried 2-0. <br /> PUBLIC HEARING CONSOLIDATED COMMUNICATIONS PUBLIC WORKS <br /> <br />At approximately 2:08 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider a Countywide Telecommunications Franchise with <br />Consolidated Communications of Washington Company, LLC. <br /> MARK COOK, PUBLIC WORKS/CDS DIRECTOR, reviewed a Staff Report and <br />said Consolidated Communications had been working for the past
