2023-1-26 MINUTES 1 <br /> <br />KITTITAS COUNTY <br />BUDGET MEETING MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br /> <br /> <br />Thursday 1:30PM January 26, 2023 <br /> <br />Board members present: Cory Wright, Brett Wachsmith & Laura Osiadacz <br />Others: Brian Calrson, Amy Cziske, Kylee Wuesthoff & Bryan Elliott <br />1. Call to Order: 130pm <br />2. Public Comments - none <br />3. New Membership: County Auditor <br />Mr. Carlson introduced the newly elected County Auditor as a member of the separate Finance <br />Committee <br />4. Investment Update (Treasurer) <br />Ms. Wuesthoff reviewed the County’s treasury investments. <br />5. Investment Policy Update (Treasurer) <br />Ms. Wuesthoff reviewed the revised investment policies. <br />6. Resolution updating the policies and procedures for overpayments and underpayments <br />(Treasurer) <br />Motion by Brett Wachsmith, 2nd Laura Osiadacz, unanimous approval. <br />7. 2021 Audit Update <br />Mr. Carlson provided an updated, noting an estimated completion date of February 28, and <br />acknowledging findings in the final published audit report. <br />8. Countywide Finance Positions: Proposed reclassifications, titles, scope <br />Mr. Carlson provided an introduction and status update regarding countywide finance positions, <br />and efforts among managers to establish uniformity and comparability of titles, scopes, and pay <br />ranges to be reflected in the next courthouse contract. <br />9. Consolidated Meetings for Finance Study Session and Finance Committee <br />The group discussed this proposal, and informally elected to maintain separate meetings <br />pursuant to county code. <br />10. Process for Making Personnel Requests to BOCC <br />Mr. Carlson introduced a budget procedure to obtain and analyze personnel requests for <br />eventual BOCC consideration. He observed that the process is concurrently under consideration <br />by the management team. The group was not opposed to the proposed process. <br />11. 2023 Budget Amendments: Internal Vehicle Purchases/Sales (2) <br />Mr. Carlson introduced two vehicle requests which would entail an amendment to the adopted <br />2023 budget.
