JULY 26, 2023 <br /> <br />Board members present: Chairman Cory Wright & Commissioner Laura <br />Osiadacz. Excused: Vice-Chairman Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public <br />Works/CDS Director; Ira Astrachan, KPRD #1 Secretary/Webmaster; <br />Lucy Temple, KPRD #1 Commissioner; Ali Astrachan, KPRD #1 Vice- <br />Chairman and 1 member of the public. <br /> <br />SPECIAL MEETING PARKS & RECREATION DIST. 1 COMMISSIONERS <br /> <br />Chairman Wright opened a Special Meeting to receive an update <br />from the Kittitas Parks and Recreation District #1. <br /> <br />Ira Astrachan, KPRD #1 Secretary/Webmaster, reviewed their <br />mission to preserve, expand and promote recreational <br />opportunities in the Upper Kittitas County by partnering with <br />local businesses, government agencies, community organizations, <br />landowners and the public. He explained how they were formed in <br />2005 by a ballot measure and they are not taxpayer funded. They <br />are looking to promote and expand permanent funding, having <br />community surveys and conducting presentations to community <br />organizations. <br /> <br />Lucy Temple, KPRD #1 Commissioner, provided information on their <br />challenges, strengths, and future projects. She said they were <br />looking to partner with or be complimentary to Kittitas County <br />and she asked how they could help with the economy. Some of the <br />projects they are looking at included upgrades to the sno-park, <br />Coal Mines Trail, and the Nordic Trail System. Mark Cook, Public <br />Works/CDS Director, commented on the viability and felt the <br />County would benefit from hearing a plan that included long-term <br />revenue. He said the timing would be important before going out <br />to a ballot in the future. Chairman Wright suggested having a <br />business plan that would assist in building up credibility. He <br />said Central Washington University was looking to expand <br />partnerships in the Upper County. Commissioner Osiadacz <br />commented on the city’s ownership of the Coal Mine Trails. She <br />said she’d like to see continued conversations relating to the <br />sno-parks. The Board expressed their appreciation to the KPRD #1
