BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />No.zon-J2lct <br />RESOLUTION TO ALLOW THE KITTITAS VALLEY EVENT CENTER TO CHARGE <br />CREDIT CARD PROCESSING FEES FOR ONLINE PAYMENTS <br />WHEREAS, the Kittitas Valley Event Center (KVEC) has various facilities, with differing rental rates, <br />available for use for public and private events held throughout the year; and <br />WHEREAS, KVEC would like to offer online payment options as a convenience for its customers to <br />pay for their facility and amenities rental bills; and <br />wHEREAS, <br />wHEREAS, <br />online payments for rental fees require a credit card transaction; and <br />credit card processing fees for online payments currently cosl2.9%o of the transaction cost <br />plus $.25 for each transaction; and <br />WHEREAS, the credit card processing fees are a cumbersome expense and cause a loss of revenue; <br />and <br />wHEREAS,RCW 36.29.1 90, authorizes "the County Treasurer to accept credit cards, charge cards, <br />debit cards ... for any payment of any kind including, but not limited to taxes, fines, <br />interest, penalties, special assessments, fees, rates, charges, or money due counties. A <br />payer desiring to pay by credit card, charge card, debit card .... shall bear the cost of <br />processing the transaction in the amount determined by the treasurer, unless the county <br />legislative authority ... finds it in the best interests of the county ... to not charge <br />transaction processing costs for all payment transactions made for a specific category of <br />nontax payments received by the county treasurer ... "; and <br />WHEREAS' it is more effective to charge processing to the customers than raise the prices ofthe <br />rental fee schedule since part ofthe transaction fees are incurred on a percentage basis; <br />and <br />WHEREAS, Resolution 2002-085 currently prevents the Kittitas County Fair and Fairgrounds from <br />charging customers processing fees and should be rescinded; and <br />WHEREAS, the Kittitas County Board of County Commissioners has the authority to establish or <br />affirm such policy by resolution; and <br />NOW THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Kittitas <br />County, Washington, hereby rescinds Resolution 2002-85; and <br />NOW THEREFORE, BE IT FURTHER RESOLVED, that the Board of County Commissioners of <br />Kittitas County, Washington, hereby authorizes the Event Center Director to charge credit card <br />processing fees at cost to customers effective on April 19,2023. <br />rDATED this lSto'day of 2023, at Ellensburg, Washington.
