KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2023 AGENDA STAFF REPORT <br />AGENDA DATE: January 3, 2023 <br />ACTION REQUESTED: Request to schedule a Public Hearing for January 17, 2023, <br />at 2:00 pm local time to consider a request for on -system <br />road establishment for roads within the Black Horse at <br />Whiskey Creek PUD. <br />BACKGROUND: D R Horton is seeking final occupancy on several housing <br />units. Roads constructed within the Black Horse at <br />Whiskey Creek PUD have met the design and construction <br />criteria. Public Works received an On -System County Road <br />Establishment application for the roads serving the north <br />half of the plat. Current county code only allows for a ten <br />percent maintenance bond for the road system. Staff has <br />determined the risk is low enough that collecting and <br />managing the ten percent maintenance bond is likely more <br />trouble than the bond is worth. A public hearing is required <br />by County code considering the merits of the on -system <br />road request. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Schedule a public hearing for January 17, 2023, at 2:00 PM <br />local time hearing a request for on -system road <br />establishment for roads within the Black Horse at Whiskey <br />Creek Planned Unit Development. <br />HANDLING: Return one Notice of Public Hearing to Public Works. <br />ATTACHMENTS: Notice of Public Hearing <br />LEAD STAFF: Joshua Fredrickson, County Engineer. <br />
