12/21/2022 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON CONFERENCE ROOM SPECIAL MEETING WEDNESDAY 9:00 A.M. DECEMBER 21, 2022 Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory Wright; and Commissioner Brett Wachsmith. Others: Julie Kjorsvik, Clerk of the Board; Elisha Harvill, Chief Administrator; Mike Hougardy, Assessor; Chelsey Loeffers, Public Health Director; David Ohl, Airport Director; and Phil Backlund, Consultant. SPECIAL MEETING MANAGEMENT TEAM EXEC. COMMITTEE COMMISSIONERS At 10:00 a.m. Chairman Osiadacz opened a Special Meeting to meet with the Management Team’s Executive Committee. Mike Hougardy reported that at the last Management Team meeting, they voted to support the proposed EEO & Reasonable Accommodations policies that were provided by the Human Resources Department. He said the Management Team has been working together on refining their Strategic Plan to become more in alignment with the Board of Commissioners. They will be holding a half-day retreat in January and will be working on project assignments. Another project they are beginning to work on is putting together an Operating Manual. It will be a resource for new Elected Officials and Department Heads and include information such as what the Management Team does, their processes, etc. Jeanne and Julie will begin working on the manual together. Other Business: Mr. Hougardy said it was the Executive Committees position to not renew the contract with Phil Backlund. He said the Management Team appreciates the work Phil has done with them and they are in the best shape they’ve ever been in. There’s been an increase of engagement and enthusiasm at the meetings, but they believe it’s time they move forward on their own. Phil said he appreciated the opportunity for the experience in working the Management Team and felt they have made a great deal of progress in the last 6-months.
