12/21/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. DECEMBER 21, 2022 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Elisha Harvill, Chief <br />Administrator; Mike Hougardy, Assessor; Chelsey Loeffers, Public <br />Health Director; David Ohl, Airport Director; and Phil Backlund, <br />Consultant. <br /> <br />SPECIAL MEETING MANAGEMENT TEAM EXEC. COMMITTEE COMMISSIONERS <br /> <br />At 10:00 a.m. Chairman Osiadacz opened a Special Meeting to meet <br />with the Management Team’s Executive Committee. <br /> <br />Mike Hougardy reported that at the last Management Team meeting, <br />they voted to support the proposed EEO & Reasonable Accommodations <br />policies that were provided by the Human Resources Department. <br /> <br />He said the Management Team has been working together on refining <br />their Strategic Plan to become more in alignment with the Board of <br />Commissioners. They will be holding a half-day retreat in January <br />and will be working on project assignments. <br /> <br />Another project they are beginning to work on is putting together an <br />Operating Manual. It will be a resource for new Elected Officials <br />and Department Heads and include information such as what the <br />Management Team does, their processes, etc. Jeanne and Julie will <br />begin working on the manual together. <br /> <br />Other Business: Mr. Hougardy said it was the Executive Committees <br />position to not renew the contract with Phil Backlund. He said the <br />Management Team appreciates the work Phil has done with them and <br />they are in the best shape they’ve ever been in. There’s been an <br />increase of engagement and enthusiasm at the meetings, but they <br />believe it’s time they move forward on their own. Phil said he <br />appreciated the opportunity for the experience in working the <br />Management Team and felt they have made a great deal of progress in <br />the last 6-months. <br /> <br /> <br /> <br /> <br /> <br />
