KITTITAS COUNTY <br />Sheriff’s Office <br />AGENDA STAFF REPORT <br />AGENDA DATE:October 18, 2022 <br />ACTION REQUESTED:Request to Approve the unbudgeted purchase of a LencoBearCat armored vehicle in the amount of $293,416.11. <br />BACKGROUND:BOCC solicited departments/offices for appropriations requests for $9.3MM ARPA award. Per budgeting convention, Finance Director will formalize this appropriation in a year-end <br />2022 budget amendment resolution, reflected in Fund 124 (“ARPA”). The Kittitas County Sheriff’s Office acquired an armored MRAP through the Law Enforcement Support Office (LESO) in 2016. <br /> The MRAP is assigned to the Regional Tactical Response Team (TRT). The MRAP is used in special tactical missions to provide armored cover during high threat incidents. <br />On May 25, 2022, President Biden signed Presidential Executive Order 14074 (Section 12). EO 14074 changed the roles a MRAP can be used by civilian law enforcement. The order has limited <br />the use of the MRAP in ways that depletes the tactical advantages gained by the mobile piece of armor. <br />Since the MRAP can no longer be deployed in certain high threat missions, the Sheriff’s Office is seeking a civil built armored vehicle to replacement the MRAP therefore alleviating <br />the restrictions imposed by EO 14074. <br />INTERACTION:The Board of County Commissioners and the Kittitas County Sheriff’s Office discussed this purchase at the 2023 Budget Meeting held October 6, 2022.
