<br /> <br />Public Notice <br />Kittitas County, Ellensburg WA <br /> <br /> <br /> <br />REQUEST FOR STATEMENT OF QUALIFICATIONS SUPPORTING CIVIL AND STRUCTURAL DESIGN AND/OR REVIEW FOR THE REPLACEMENT OF BRIDGE #80181 COOKE CANYON ROAD MP 0.24, and #88212 FAUST ROAD MP <br />0.59 <br /> <br /> <br /> <br />All submittals received after 1:00 PM Local Time, on October 13, 2022, will be discarded <br /> <br /> <br /> <br />PURPOSE: <br /> <br /> <br /> <br />The existing load restricted bridges (no. 80181 and no. 88212) along Cooke Canyon Road and Faust Road requires replacement. Each project will include replacing the existing bridge, guardrail, <br />road approaches and shoulders. All improvements are expected to meet current design standards.  Both projects shall be constructed outside of the irrigation season (April -October) with <br />final paving occurring once asphalt is available in the Spring. The County reserves the right to divide the work and select separate qualified respondents for each structure. <br /> <br /> <br /> <br />SCOPE OF PROJECT: <br /> <br /> <br /> <br />The work to be performed by the consultant(s) consists of assisting Kittitas County staff with preliminary engineering for each project including but not limited to: <br /> <br /> <br /> <br />Geo technical engineering, including a final technical report for each site, with structural foundation recommendations. <br /> <br />Cultural resource surveys and assessments as needed to satisfy Federal Nexus at each site. <br /> <br />Environmental Permitting support services, County will lead, with support needed in technical reports such as Biological Opinions, technical memos as needed. <br /> <br />Structural engineering, including structure foundation selection and specifications, prefabricated structure selection, planning, review, retaining wall and structure replacement design <br />as needed. The County anticipates needing support with division 6 WSDOT special provisions and review of County produced plans for both sites. <br /> <br />Civil engineering support. County will lead civil design and be responsible for creating plans. Support may be needed in general site grading techniques, guardrail selection/calculations, <br />traffic control design, and review of County produced plans. <br /> <br /> <br /> <br />The selected firm(s) will be expected to start on the project upon award and assist the County to deliver two (2) separate complete WSDOT approved Plans Specifications and Estimate (PS&E) <br />packages ready for advertisement for construction by June 30, 2023.  A lead firm with subconsultants may substitute for separate consulting firms.  Responders are required to clearly <br />identify if applying as a prime consultant, or as a specialty consultant. <br /> <br /> <br /> <br />The Faust Road Project is located at MP 0.59, and the Cooke Canyon Road Project at MP 0.24. <br /> <br /> <br /> <br />The County reserves the right to retain the services of the successful firm for any subsequent phases (such as right of way or construction) associated with this project. <br /> <br /> <br /> <br />PROCEDURES FOR SUBMITTAL: <br /> <br /> <br /> <br />If you wish to be considered for work under this SOQ, submit a sealed envelope to Kittitas County Public Works, at 411 N. Ruby St. Suite 1, Ellensburg WA 98926 by 1:00 pm local time <br />on October 13, 2022. Submittals shall include a one-page cover letter with the firm name and contact information. Submittals shall also include five (5) copies of your Statement of Qualifications <br />describing the firm’s or team’s ability to professionally provide the requested services. Kittitas County encourages disadvantaged, minority and women owned consultant firms to respond. <br /> <br /> <br /> <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br /> <br /> <br /> <br />Kittitas County’s selection will be based on review of submittals in the following manner: <br /> <br /> <br /> <br />1.  The firm's or team's qualifications, experience and ability performing the requested work (50 points). <br /> <br /> <br /> <br />2.  Detailed description of the firm’s approach to the project (50 points). <br /> <br /> <br /> <br />3.  Experience working in Kittitas County in the past five years (30 points). <br /> <br /> <br /> <br />4.  Demonstrated experience delivering similar projects with the Local Agency leading the project (30 points). <br /> <br /> <br /> <br />5.  Describe the team’s strategy to keep track of project schedule and budget (30 points). <br /> <br /> <br /> <br />Anticipated Dates and Tasks <br /> <br /> <br /> <br />October 13, 2022 - Deadline for SOQ submittals <br /> <br /> <br /> <br />October 20, 2022 - Selection of Firms to Interview <br /> <br /> <br /> <br />November 3, 2022 - Interviews and Reference Checks <br /> <br /> <br /> <br />November 15, 2022 - BOCC Contract Award <br /> <br /> <br /> <br />November 30, 2022 - Executed Contract <br /> <br /> <br /> <br />The selection process shall be as follows: <br /> <br /> <br /> <br />Submittals are reviewed and scored by the Public Works selection committee. <br /> <br />Selection of top scoring firms to telephone interview. <br /> <br />County Engineer or designee interviews selected firms. <br /> <br />Public Works Director or County Engineer recommends award to Board of County Commissioners. <br /> <br />Board of County Commission design contract award. <br /> <br />The Public Works Director and/or County Engineer will negotiate a scope of work and fee with the selected consultant. <br /> <br />The selected consultant will then enter into a Local Agency A & E Professional Services Consultant Agreement with Public Works. <br /> <br /> <br /> <br />Kittitas County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders <br />that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit <br />bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. <br /> <br /> <br /> <br />Kittitas County in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA) commits to nondiscrimination on the basis of disability, <br />in all of its programs and activities. Insurance requirements are included in that agreement. Consultants will be selected on their qualifications and experience as noticed in this solicitation, with fees determined <br />through negotiations following selection.
