YTC22-06DEPARTMENTOFTHEARMYLICENSEYAKIMATRAININGCENTERMILITARYINSTALLATIONYAKIMAANDKITTITASCOUNTIES,WASHINGTONTHESECRETARYOFTHEARMY,hereinafterreferredtoastheSecretary,ordulyauthorizedrepresentativeunderauthorityoftheGeneralAdministrativePowersofSecretary,herebygrantstoKittitasCountySheriff'sOfficeMulti-AgencySpecialResponseTeam,hereinafterreferredtoasthegrantee,anon-exclusivelicenseforbilleting,diningfacilities,trainingareas,firingranges,andSelahAirstripforemergencyvehicleoperationstrainingover,across,inanduponlandsatYakimaTrainingCenterMilitaryReservation,Washington,hereinafterreferredtoasthepremises.THISLICENSEisgrantedsubjecttothefollowingconditions.1.TERMThislicenseisgrantedforatermofoneyear,beginning1AUGUST2022andending31JULY2023,butrevocableatwillbytheSecretaryoftheArmy.Itisauthorizedfornomorethanseven(7)consecutivedaysandnomorethan30daysfortheterm.2.CONSIDERATIONa.ThegranteeshallpayinadvancetotheUnitedStatestheamountofWaivedandNO/100DOLLARS($0.00),(infullforthetermhereof)(payable)totheorderoftheFinanceandAccountingOfficer,District,anddeliveredtob.AllconsiderationandotherpaymentsdueunderthetermsofthislicensemustbepaidonorbeforethedatetheyaredueinordertoavoidthemandatorysanctionsimposedbytheDebtCollectionActof1982,(31U.S.C.Section3717).ThisstatuterequirestheimpositionofaninterestchargeforthelatepaymentofdebtsowedtotheUnitedStates,anadministrativechargetocoverthecostsofprocessingandhandlingdelinquentdebts;andtheassessmentofanadditionalpenaltychargeonanyportionofadebtthatismorethan90dayspastdue.Theprovisionsofthestatutewillbeimplementedasfollows:(1)TheUnitedStateswillimposeaninterestcharge,theamounttobedeterminedbylaworregulation,onlatepaymentofdebts.Interestwillaccruefrom(theduedate)(thelateroftheduedateorthedatenotificationoftheamountdueismalledtothegrantee).Anadministrativechargetocoverthecostofprocessingandhandlingeachpaymentwillalsobeimposed.
