Kittitas County Board of County Commissioners <br />Finance Study Session (Monthly) <br />Thursday, June 16, 2022 <br />MINUTES <br /> <br />Commissioners Present: Laura Osiadacz, Brett Wachsmith, Cory Wright <br />Management/Staff Present: Jerry Pettit (Auditor), Amy Cziske (Treasurer), <br /> Brian Carlson (Budget/Finance Director) <br /> <br />1. Call to Order: 1:30pm <br />2. Citizen Comments: none <br />3. Capital Asset Inventory <br />Mr. Pettit provided background regarding Auditor’s and BOCC’s respective roles, pursuant to state statutes. <br />Commissioner Wright observed that the certification document could not be signed, as this item is not <br />scheduled as an action item. He directed staff to present it on the next BOCC agenda for formal authorization. <br />Commissioner Wright inquired about the inclusion and valuation of water rights. Mr. Pettit replied that the topic <br />continues to be discussed and analyzed throughout state and local government, but that there is not yet <br />uniformity of valuation methods. He stated that the County’s scheduled water rights reflect cost of acquisition, <br />and that the values are embedded in the County’s restricted fund balance(s). <br />4. Admissions Tax Update <br />Mr. Carlson stated that this topic is still under review by multiple County departments, and that he would <br />include an update on the next Finance study session agenda. <br />5. 2023 Budget; Update and Preliminary Requests, Including ARPA <br />Mr. Carlson reviewed requests submitted by several departments, and stated that a more detailed discussion of <br />the requests would be included on the agenda for the June 30th budget retreat meeting. <br />6. 2023 Budget; June 30th Retreat <br />Mr. Carlson reviewed a draft agenda. Mr. Pettit suggested a discussion of inflation trends to include individual <br />department directors’ observations and data. There were no other proposed revisions to the agenda. <br />7. Topics for July 21, 2022 Finance Study Session <br />Mr. Carlson suggested a recap of the budget retreat meeting, a discussion of next-steps for the 2023 Budget, an <br />update on the Admissions Tax topic, and the inclusion of some basic YTD reporting.
