COMMISSIONERS’ MINUTES HR STUDY SESSION KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM SPECIAL MEETING FRIDAY 9:00 AM 5/13/2022 Board members present: Cory Wright, Brett Wachsmith Others: Stephanie Hartung, Kristine Foreman, Jeanne Killgore CALL TO ORDER The continued HR Study session from 5/12/2022 was called to order at 9:02 AM. EXECUTIVE SESSION – RCW 42.30.110 (G) TO EVALUATE THE QUALIFICATIONS OF AN APPLICANT FOR PUBLIC EMPLOYMENT OR TO REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE. HOWEVER, SUBJECT TO RCW 42.30.140(4), DISCUSSION BY A GOVERNING B ODY OF SALARIES, WAGES, AND OTHER CONDITIONS OF EMPLOYMENT TO BE GENERALLY APPLIED WITHIN THE AGENCY SHALL OCCUR IN A MEETING OPEN TO THE PUBLIC, AND WHEN A GOVERNING BODY ELECTS TO TAKE FINAL ACTION HIRING, SETTING THE SALARY OF AN INDIVIDUAL EMPLOYEE OR CLASS OF EMPLOYEES, OR DISCHARGING OR DISCIPLINING AN EMPLOYEE, THAT ACTION SHALL BE TAKEN IN A MEETING OPEN TO THE PUBLIC. The Board entered executive session at 9:03 AM on 5/13/2022 to discuss the performance of a public employee for an anticipated length of 15 minutes. Anticipated action; direction to staff. At 9:18 AM the Board extended executive session for an addition five minutes. At 9:23 AM the Board exited executive session. No action taken. REQUEST APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN KITTITAS COUNTY AND AFSCME LOCAL 792 FOR RECOGNIZING AND CLASSIFYING NEW POSITION IN PUBLIC WORKS This item was tabled until the next HR Study Session. REQUEST APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN KITTITAS COUNTY AND AFSCME LOCAL 792-CH FOR RECOGNIZING AND CLASSIFYING NEW LEAD FISCAL ANALYST POSITION HR Director Foreman presented a Memorandum of Understanding (MOU) to recognize a new Lead Fiscal Analyst position within Local 792-CH (Courthouse). The Board reviewed the MOU and job description for the new position. Commissioner Wachsmith moved to approve an MOU between Kittitas County and Local 792-CH to recognize and classify a new Lead Fiscal Analyst position. Commissioner Wright seconded the motion. Motion was passed; 2:0. BENEFITS COMMITTEE UPDATE HR Director Foreman summarized that the Benefits Committee is reviewing three primary benefit options for 2023 and beyond: 1) Do nothing; 2) Move to a self-funded model; 3) Move to a hybrid plan in which benefits would remain the same in 2023, but the County would work to move to a self-funded model in 2024. She advised that the Benefits Committee will provide a recommendation to the Board by 6/30/2022.
