KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: May 3, 2022 <br />ACTION REQUESTED: Request to Approve a Resolution authorizing the <br />Chair's signature on the Local Agency Federal Aid <br />Project Prospectus for the Liberty Road Swauk <br />Creek Bridge Replacement <br />BACKGROUND: On March 29, 2022, Kittitas County was informed <br />that the Liberty Road Swauk Creek Bridge <br />Replacement Project was selected to receive <br />funding through the FFY 2022 WA Federal Lands <br />Access Program (FLAP). The funds were <br />transferred to Federal Highway Administration <br />(FHWA) and will be administered through WSDOT <br />Local Programs per the Local Agency Guidelines <br />(LAG). <br />INTERACTION: <br />The LAG requires funds for each phase of the <br />project to be obligated separately. This project <br />Prospectus, for Preliminary Engineering Phase, <br />needs to be signed and approved by the Chair of <br />the Board and WSDOT Local Programs prior to the <br />funds being obligated, and project expenses being <br />eligible for reimbursement. <br />This project requires a 13.5% match in local funds <br />for the Preliminary Engineering phase. <br />Public Works <br />RECOMMENDATION: Approve the Resolution authorizing the Chair's <br />signature on the Local Agency Federal Aid Project <br />Prospectus for Liberty Road Swauk Creek Bridge <br />Replacement <br />HANDLING: Return two (2) original to Public Works <br />ATTACHMENTS: Resolution, Local Agency Federal Aid Project <br />Prospectus <br />LEAD STAFF: Mark Cook, Director of Public Works <br />
