02/23/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON CONFERENCE ROOM/WEBEX SPECIAL MEETING WEDNESDAY 1:30 P.M. FEBRUARY 23, 2022 <br />Board members present: Chairman Laura Osiadacz, Vice-Chair Cory <br />Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Taylor Crouch, Administrative Assistant; Susan Grindle, <br />HopeSource; Craig Kelly, HopeSource; John Raymond, HopeSource; Mark <br />Hollandsworth, HopeSource; and 3 members of the public. <br /> SPECIAL MEETING PROPOSAL FOR HOPESOURCE COMMISSIONERS <br />At 1:30 p.m. Chairman Osiadacz called a Special Meeting to order to <br />hear a proposal and request for support from HopeSource. <br /> <br />John Raymond explained to the Board that there is legislation coming <br />from the State currently that would allow HopeSource to utilize <br />funds for shovel ready projects. There is an opportunity for <br />HopeSource to buy the Nite’s Inn property in Ellensburg with support <br />from the City and County. This would serve as permanent supportive <br />housing in the County. Under current Homelessness guidelines, <br />Kittitas County has reached functional 0 in the highest priority <br />sections, and this would be a missing piece. <br /> <br />Commissioner Wright asked questions regarding the market sale of the <br />property, zoning of the property, and the rehabilitation estimates <br />for the building. The property has been on the market for 5 years, <br />but the developers are interested in selling now. It is currently <br />zoned for commercial use, but the city is in the process of changing <br />that. The building is in better condition than expected and has <br />convenient utility positions to keep costs savings. Commissioner <br />Wright asked if they had spoke to any surrounding developers since <br />this area will be developed soon. HopeSource has not spoken to <br />surrounding owners. There was conversation of the community impacts <br />of this. There was discussion on the Sleep Center in Mosses Lake and <br />the results of that program. This program would be managed <br />similarly. <br /> <br />There needs to be discussion with Law Enforcement agencies and the <br />cities before the project moves forward. There is discussion of <br />using ARPA funds to fund the project, but there needs to be a <br />discussion about financial options as well. HopeSource will need to <br />a lot of community education and messaging around this project. <br /> <br />Meeting adjourned at 2:40 p.m. <br />
