02/16/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM/WEBEX SPECIAL MEETING WEDNESDAY 10:00 A.M. FEBRUARY 16, 2022 <br />Board members present: Chairman Laura Osiadacz, Vice-Chair Cory <br />Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Neil Caulkins, Deputy <br />Prosecutor; Kristine Foreman, Human Resource Director; Chris Horner, <br />Deputy Prosecutor; Jim Goeben, IT Director; and 3 members of the <br />public. <br /> SPECIAL MEETING PETRICHOR BROADBAND COMMISSIONERS <br />At 10:00 a.m. Chairman Osiadacz called the Special meeting to obtain <br />an update from Petrichor Broadband. <br /> <br />Joe Poire, Petrichor Broadband, reviewed a power-point presentation <br />regarding the Broadband Feasibility Study and Public Works Board <br />Grant Overview. He reviewed the Community Economic Revitalization <br />Board (CERB) Broadband Feasibility Contract; Scope of Work; Public <br />Works Board Grant Application; County priorities for Broadband <br />participation; Possible Interlocal Agreement between Kittitas County <br />and Petrichor Broadband; Future Opportunities for Expansion <br />Financing; Public/Private Partnership Goals; and next steps. He <br />said they were looking forward to an agreement with Kittitas County <br />and applying for grants in the future. <br /> OTHER BUSINESS EXECUTIVE SESSION COMMISSIONERS <br />At 10:47 a.m. Chairman Osiadacz announced the Board would recess <br />into Executive Session with Kristine Foreman, Human Resources <br />Director; Chris Horner, Deputy Prosecutor; and Neil Caulkins, Deputy <br />Prosecutor; for 10 minutes to evaluate the qualifications of an <br />applicant for public employment or to review the performance of a <br />public employee. However, subject to RCW 42.30.140(4), discussion by <br />a governing body of salaries, wages, and other conditions of <br />employment to be generally applied within the agency shall occur in <br />a meeting open to the public, and when a governing body elects to <br />take final action hiring, setting the salary of an individual <br />employee or class of employees, or discharging or disciplining an <br />employee, that action shall be taken in a meeting open to the <br />public. Possible action anticipated. <br /> <br />At 10:57 a.m. the Board reconvened out of Executive Session. The <br />Board directed Staff to schedule a Special Meeting for Tuesday <br />morning at 8:00 a.m. to consider an appointment of an acting
