12/1/21 MINUTES 1 <br /> <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON CONFERENCE ROOM/WEBEX SPECIAL MEETING <br /> WEDNESDAY 2:00 P.M. DECEMBER 1, 2021 <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura <br />Osiadacz & Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Jerry Pettit, Auditor; and 2 members of the public. SPECIAL MEETING PARKS & RECREATION FUND COMMISSIONERS <br />At 9:00 a.m. Chairman Wachsmith opened a Special Meeting to discuss <br />the future of the Parks & Recreation Fund. <br /> <br />Mark Cook, Public Works Director, explained information relating to <br />the Capital Facilities Plan. He said the priority list can assist <br />with seeking funding options for projects. He noted how any REET 2 <br />funding had been pushed back to the vote of the people so that is <br />currently unknown. He said he’s reviewed statues about using lodging <br />tax funding, but with the way the current Code is written, it would <br />need to have revisions made to it, and it would have to be tourism <br />centered. There was discussion on using funds from REET 1 for <br />overflow parking in Vantage; Gladmar Park - Grant funding; ATV <br />Development Plan – Road Fund; Towns to Teanaway – Road Fund. Jerry <br />Pettit, Auditor, was concerned with disbanding the Parks & <br />Recreation, as there are 3 out of 5 new Board members in place once <br />the election has been certified. He wanted the Board to be aware <br />that the dynamics could change drastically. <br /> DISCUSSION WOODS PROPERTY COMMISSIONERS <br /> <br />At 2:31 p.m. Commissioner Wright recused himself with the remainder <br />of the Special Meeting, as he had a conflict of interest due to <br />family relations. <br /> <br />Mr. Woods said he has had many questions that have not been answered <br />by the County. He encouraged the Board of Commissioners to ask him <br />questions relating to his property and the DR Horton project. There <br />was discussion on the Flood Control Zone, and the development of <br />channel improvements. He said he’s looking for a level of commitment <br />from the County and would like to obtain everything in writing prior <br />to moving forward. He noted he did not create the problem and <br />expressed his frustrations. Mr. Cook said there were options out <br />there, including the potential for acquisition of property. <br /> <br />
