11/22/2021 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING <br /> MONDAY 6:00 P.M. NOVEMBER 22, 2021 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, <br />Administrative Supervisor; Bridget Pechtel, Long Range Planner; Mark <br />Cook, Public Works Director; Neil Caulkins, Deputy Prosecutor; Ken <br />Grannan, Airport Director; Rachel Stevie, Staff Planner; Jeremiah <br />Cromie, Planner I; Jeremy Johnston, Planning Official; Kelly Bacon, <br />Planner I; Dan Carlson, CDS Director; and 6 members of the public. <br /> <br />Per Governor Inslee’s Proclamation 20-28 et seq., the public was <br />encouraged to join the meeting virtually. <br /> PUBLIC HEARING 2021 ANNUAL DOCKET CDS <br />At 6:00 p.m. CHAIRMAN BRETT WACHSMITH opened a Public Hearing to <br />consider the 2021 Kittitas County Annual Docket Amendments. <br /> BRIDGET PECHTEL, LONG RANGE PLANNER provided a Staff Report and <br />reviewed each of the docketed items for the 2021 Amendments to the <br />Kittitas County Comprehensive Plan and Kittitas County Code. She <br />said the Planning Commission held a Public Hearing on November 10, <br />2021, and provided their recommendations as well. <br /> DOCKET ITEM 1: Amend Kittitas County Code 17.58 Airport Overlay <br />Zone. MS. PECHTEL reviewed the proposed amendments to Kittitas <br />County Code 17.58, Airport Overlay Zone, and she said the Planning <br />Commission recommended unanimously to approve the amendment. KEN GRANNAN, AIRPORT DIRECTOR provided information on his request to <br />update the Airport Overlay Zone. <br /> DOCKET ITEM 2: Amend Kittitas County Code 16.12.180 Removing <br />Hearings Examiners “Recommendation Language”. MS. PECHTEL reviewed <br />the proposed amendments and said the Planning Commission recommended <br />unanimously to approve of the proposed amendment. <br /> DOCKET ITEM 3: Amend Kittitas County Code Chapter 17.28.030 and <br />17.11.050 to correct the conflict between Ag-3 density and UGA <br />density requirements. MS. PECHTEL reviewed the proposed amendments <br />and said the Planning Commission unanimously recommended approval of <br />the amendment. <br />
