12/07/2021 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM/WEBEX SPECIAL MEETING <br /> TUESDAY 2:00 P.M. DECEMBER 7, 2021 <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura <br />Osiadacz and Commissioner Cory Wright. <br /> <br />Others present: Julie Kjorsvik, Clerk of the Board; Jeremy Johnston, <br />Planning Official; Carly Brettmann, Communications Director; Mandy <br />Buchholz, Administrative Supervisor; and 2 members of the public. PUBLIC HEARING PUBLIC BENEFIT RATING SYSTEM CDS <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />a Public Benefit Rating System Application for Parcel 385135 – <br />Kittitas Conservation Trust. <br /> JEREMY JOHNSTON, PLANNING OFFICIAL, provided a Staff Report and <br />reviewed an application for Change of Classification or Use for a <br />tax parcel totaling 40.33 acres to receive Open Space benefits as <br />defined in RCW 84.34.020(8)(a). He reviewed the site information, <br />criteria analysis, Staff analysis, applicable Code reduction and <br />recommendation of approval of the application for an 85% reduction <br />under KCC 3.45.100, due to the Conservation Easement included in the <br />application materials. MICHELL LONG, REPRESENTING THE APPLICANT <br />provided information relating to the conservation easement. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN moved to approve the Kittitas Conservation Trust Open <br />Space Current Use Application (OC-21-00035), as presented. COMMISSIONER WRIGHT seconded.
