<br /> <br />KITTITAS COUNTY <br />FINANCE STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Special Meeting <br /> <br />THURSDAY 1:30 PM May 20, 2021 <br /> <br />Board members present: Commissioners Brett Wachsmith, Laura Osiadacz and Cory Wright. <br /> <br />Others: Jerry Pettit, County Auditor; Kay Kresge, Fiscal Analyst; Mandy Buchholz, <br />Administrative Supervisor; Lisa Young, Human Resources Director and Judy Pless, Budget & <br />Finance Manager. <br />Called the special meeting to order at 1:30 pm for the monthly finance meeting. <br />BUDGET REPORTS <br />The Financial Intelligence Tool (FIT) from the State Auditor’s office was presented to the Board <br />for the Fiscal year ended December 31, 2019. From the report the County’s overall outlook is <br />good except Solid Waste, because of the purchase of land using the fund balance. <br />The Auditor presented the 2020 Capitalized Assets report and the request for the Board to certify <br />the 2020 Capital Asset. Commissioner Osiadacz made the motion to approve the letter for the <br />Board Certification of the 2020 Capitalized Assets, Commissioner Wachsmith, seconded the <br />motion, motion passed. <br />Budget & Finance Manager Pless released the results of the request for proposal for the Lease <br />software, comparing Lease Query, UGAAP and Visual Lease. Based upon the results the <br />Auditors office is selecting Visual Lease as this software would be advantageous to other <br />departments, including the Airport. <br />The 2020-year end were presented including the Court Receivables, GASB 54 revenue reporting, <br />sales tax reports, and the preliminary balance sheet and statement of revenues and expenditures <br />and changes in fund balance for the General Fund. <br />OTHER BUSINESS <br />Discussion occurred briefly on the American Rescue Funds. <br />EXECUTIVE SESSION <br />The Board went into an executive session at 2:13 pm for 5 minutes to discuss to evaluate the <br />qualifications of an applicant for public employment or to review the performance of a public <br />employee with action. The Board returned at 2:18 pm and approved HR to make the offer to the <br />selected Communications Director.
