COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />SPECIAL MEETING <br />HR STUDY SESSION <br /> <br />MONDAY 3:00 PM 10/25/2021 <br /> <br />Board members present: Brett Wachsmith, Laura Osiadacz, Cory Wright <br />Others: Carly Brettmann, Julie Kjorsvik, Kristine Foreman, Lisa Young, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 3:00 PM. <br />BENEFITS COMMUNICATION <br />Project Specialist Young presented a draft email and information guide regarding 2022 benefits for <br />Board review. She commented that Communications Director Brettmann had reviewed the email. <br />Commissioner Wright inquired about how long VEBA has been a part of the County benefits package. <br />Project Specialist Young answered that VEBA has been around for at least 10 years and was intended to <br />help with retirement. The Board provided direction to move forward with communication regarding <br />2022 benefits to all County employees. <br />EXECUTIVE SESSION – RCW 42.30.110(g) TO EVALUATE THE QUALIFICATIONS OF AN APPLICANT FOR <br />PUBLIC EMPLOYMENT OR TO REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE. HOWEVER, <br />SUBJECT TO RCW 42.30.140(4), DISCUSSION BY A GOVERNING BODY OF SALARIES, WAGES, AND <br />OTHER CONDITIONS OF EMPLOYMENT TO BE GENERALLY APPLIED WITHIN THE AGENCY SHALL OCCUR <br />IN A MEETING OPEN TO THE PUBLIC, AND WHEN A GOVERNING BODY ELECTS TO TAKE FINAL ACTION <br />HIRING, SETTING THE SALARY OF AN INDIVIDUAL EMPLOYEE OR CLASS OF EMPLOYEES, OR <br />DISCHARGING OR DISCIPLINING AN EMPLOYEE, THAT ACTION SHALL BE TAKEN IN A MEETING OPEN <br />TO THE PUBLIC. <br />The Board entered executive session at 3:13 PM for an anticipated length of 20 minutes to discuss the <br />performance of a public employee. Anticipated action: direction to staff. At 3:33 PM the Board extended <br />executive session for an additional five minutes. At 3:38 PM the Board extended executive session again <br />for an additional 10 minutes. At 3:48 PM the Board extended executive session for an additional five <br />minutes. The Board exited executive session at 3:53 PM. Action: allow Project Specialist Young to <br />continue employment through 11/30/2021. <br />OTHER BUSINESS <br />Commissioner Osiadacz presented an information packet for a bill going through Congress that would <br />allow for quicker access of FEMA funds to local governments. The Board expressed support of the bill. <br />
