2021-10-10 MINUTES 1

KITTITAS COUNTY
AIRPORT STUDY SESSION MINUTES
BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 109 - ELLENSBURG
Regular Meeting
MONDAY 11:00 AM October 10, 2021
Board members present: Chair Brett Wachsmith, Commissioner Laura Osiadacz, and
Commissioner Cory Wright
Others: Ken Grannan and David Welz
Meeting Call to Oder: Chair Brett Wachsmith 11:00AM
CARB Loan Project: Director Grannan reported the Airport, with BoCC permission, has
recently applied for a competitive Community Aviation Revitalization Board loan. The intent of
this loan is to build an additional 600 feet of taxiway on the western apron of the airport for
future development and the eventual relocation of the County owned T-hangars. In the event the
loan is not approved, the Airport will redirect funds that are intended for the eastern taxiway
extension, as much more land is developable on the western portion of the apron.

Runway 7/25: Director Grannan stated Runway 7/25 has been closed, for a significant period of
time, and has been removed from the Airport Layout Plan and all aeronautical navigational
maps. The FAA does not wish to fund the repair and upkeep of this runway due to its lack of use
and its interaction with runway 11/29. The Airport is exploring the possibility of using the
former runway as a taxiway allowing the development of approximately 32 acres of aeronautical
lands.
Commissioner Wright inquired on the Airport Advisory Committee’s opinion on this change.
Director Grannan reported that he has not yet spoken with them concerning this item but will at
the next meeting.

Airport Capital Improvement Projects: Director Grannan informed the Commissioner’s on his
requirement to provide the Federal Aviation Administration an update concerning the Airports
ongoing capital improvement projects. The Airport has capital projects scheduled up to 2027
with the FAA, including the parallel taxiway on runway 11/29, wetland mitigation, and runway
11/29 rehabilitation and lighting upgrades.

OTHER BUSINESS:
None
Meeting adjourned at 11:30am.

KITTITAS COUNTY COMMISSIONERS
KITTITAS COUNTY, WASHINGTON
David Welz Brett Wachsmith, Chairman
