KITTITAS COUNTY <br />AIRPORT DEPARTMENT <br />October 5, 2021 AGENDA <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: October 5, 2021 CONSENT AGENDA <br /> <br />ACTION REQUESTED: REQUESTING APPROVAL OF A RESOLUTION <br />DEMONSTRATING THE BOARD OF COUNTY COMMISSIONERS SUPPORT FOR <br />AVIATION REVITALIZATION LOAN PROGRAM APPLICATION TO THE <br />WASHINGTON STATE DEPARTMENT OF TRANSPORTATION AVIATION <br />DIVISION FOR BOWERS FIELD WEST APRON TAXIWAY AND AUTHORIZING <br />THE DIRECTOR OF AIRPORT OPERATIONS TO EXECUTE LOAN DOCUMENTS <br />ON BEHALF OF THE BOARD OF COUNTY COMMISSIONERS <br /> <br /> <br /> <br />BACKGROUND: Washington Department of Transportation, Aviation <br />Division sponsors a program to facilitate the revitalization <br />of Washington Airports. The CARB Loan program as it is <br />known is available to airports to help fund specific projects. <br />In 2020 we received a $105,000 loan to develop the east <br />apron utilities for future development. The Community <br />Aviation Revitalization Board (CARB) Loan program <br />bill, SB 5031, was signed into law by the Governor on May <br />3, 2021 (effective June 30, 2021). The corresponding <br />capital budget bill, SHB 1080, providing an additional $5M <br />for the 2021-2023 biennium was signed into law by the <br />Governor on May 18, 2021 <br /> <br /> <br />DISCUSSION: With the passing of this into law, the Airport is asking to <br />pursue a new airport project consistent with the airport <br />layout plan in developing new hangar and commercial use <br />space at Bowers Field. <br /> <br /> The Airport has recently received a letter of intent to <br />develop executive aircraft hangars along Bowers Road <br />between CWU’s main hangar and CWU’s leased area next <br />to DNR. This development is only available with the <br />construction of a new taxilane which is documented on our <br />Airport Layout Plan. This area is designated for future <br />hangar development which includes the relocation of the <br />county owned T-Hangars.
