KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA STAFF REPORT AGENDA DATE: August 3, 2021 ACTION REQUESTED: Request to Approve a Special Event Application for Eastside Vocational to host “Overcoming Obstacles – Fighting MS” on August 21, 2021. BACKGROUND: The Commissioner’s office received a Special Event Application from Kathryn Harms on behalf of Eastside Vocational Services to host “Overcoming Obstacles – Fighting MS” on August 21, 2021. The Event Application was received on June 22, 2021. INTERACTION: Staff forwarded the event application to the following departments for review: Public Works, Fire Marshal, Solid Waste, Public Health, Prosecutor, Treasurer and Sheriff. The applicant is requesting a waiver to the following: Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond of Indemnity - The applicant HAS provided proof of insurance & endorsements. The applicant does not believe they need a waiver to the following: Kittitas County Code Chapter 5.20.160 – Closing Hours since their event is scheduled to begin at 11:00 a.m. & go until 4:00 p.m. and according to the County Code, events shall not be open to the public before the hour of 7:00 a.m., however they feel that the noise made during the 6:00 a.m. hour will not be enough to disturb the public. RECOMMENDATION: Contingent Approval with the following Department recommendations: Fire Marshal: The Applicant has applied and has an approved event permit thru the Fire Marshal’s Office. The site inspection will be performed 24-48 hrs prior to the event and receive a passing inspection. Public Health/EH: As long as there is follow through with the stewardship plan then the applicant has met all requirements (food permit, bathroom facilities and adequate solid waste plan provided).
