<br /> <br />Public Notice <br />Kittitas County, Ellensburg WA <br /> <br /> <br /> <br />REQUEST FOR QUALIFICATIONS <br /> <br /> <br /> <br />HYDRAULICS AND HYDROLOGY DESIGN SUPPORT – MANASTASH ROAD BANK STABILIZATION PROJECT <br /> <br /> <br /> <br />All submittals received after 5:00 pm on July 30th, 2021 will be discarded <br /> <br /> <br /> <br />PURPOSE: <br /> <br /> <br /> <br />The successful consultant will support Kittitas County staff designing and evaluating bank stabilization design elements. <br /> <br /> <br /> <br />SCOPE OF PROJECT: <br /> <br /> <br /> <br />Kittitas County Department of Public Works is designing bank stabilization for a section of Manastash Road (MP 10.65 to MP 11.01) that has been subject to creek erosion since 2016.  <br />Previously, the County had consultant hydraulic and hydrology (H&H) modeling support sufficient for submitting a funding request to the Federal Highway Administration through the Federal <br />Lands Access Program (FLAP).  In 2018, the County successfully secured project funding through Western Federal Lands FLAP.  County staff proposes conducting permit required H&H modeling <br />in house but recognizes the need for probable coaching from a qualified firm specializing in H&H modeling and design analysis.  The County is seeking H&H Consultant support on an “as-needed” <br />basis during the design of bank stabilization elements supporting permit application through construction support.  The successful consultant will assist the County to develop project <br />hydrology, develop a project hydraulic model and evaluate design elements with associated model stream response.  The Consultant will work directly with County staff on a “time and material” <br />basis.  <br /> <br /> <br /> <br />PROCEDURES FOR SUBMITTAL: <br /> <br /> <br /> <br />If you wish to be considered for work under this Request for Qualifications (RFQ), you must be a registered consultant on the Municipal Research and Service Center of Washington – Shared <br />Small Works and Consultant Roster (www.mrscroster.org). <br /> <br /> <br /> <br />If interested in providing H&H support services to the County, submit a sealed envelope to Mark R. Cook, Kittitas County Public Works Director, at 411 N. Ruby St. Suite 1, Ellensburg <br />WA 98926. Submittals shall include three copies of your RFQ response. <br /> <br /> <br /> <br />For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt of your interest in the proposed project. Submittals received <br />after 5:00 pm on July 30th, 2021 will be disregarded. The County reserves the right to reject one or more submittals. <br /> <br /> <br /> <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br /> <br /> <br /> <br />Kittitas County selection will be based on: <br /> <br /> <br /> <br />Qualifications of project personnel (maximum 20 points). <br /> <br />Experience working with Kittitas County staff evaluating County hydraulic and hydrology projects (maximum 40 points). <br /> <br />Demonstrated understanding of the project (maximum 20 points). <br /> <br />Demonstrated experience assisting the County secure similar project permits (maximum 40 points). <br /> <br /> <br /> <br />Responders are directed as follows: <br /> <br /> <br /> <br />The maximum number of pages (double-sided) is ten and shall be 12-point font – including all graphics. <br /> <br />A cover letter may be provided in addition to the ten-page (double sided) limit. <br /> <br />Failure in following submittal requirements are subject to rejection. <br /> <br /> <br /> <br />The selection process shall be in accordance  with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department <br />of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby <br />notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part <br />26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration <br />for an award. <br /> <br /> <br /> <br />Kittitas County in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, <br />in all of its programs and activities. Proposals will be evaluated immediately with final selection targeted for early September <br />2021. <br /> <br /> <br /> <br />AGREEMENT OF SERVICES: <br /> <br /> <br /> <br />The selected consultant(s) will be expected to enter into a Standard Local Agency A & E Professional Services Negotiated Hourly Rate Consultant Agreement. Insurance requirements are <br />included in that agreement.
