MAY 25, 2021 <br />Board members present via Webex: Chairman Brett Wachsmith; Vice- <br />Chairman Laura Osiadacz; and Commissioner Cory Wright. <br /> <br />Others via Webex: Julie Kjorsvik, Clerk of the Board; Mandy <br />Buchholz, Administrative Supervisor; Judy Pless, Budget & Finance <br />Manager; Jeri Epperson, Director of Human Resources HopeSource; and <br />Kate Sander, HopeSource. <br /> <br />This meeting was provided to the public via Webex and they were <br />previously notified on the Agenda as to where they could access and <br />provide public comments. <br /> PUBLIC HEARING CDBG - HOPESOURCE COMMISSIONERS <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to review <br />community development and housing needs, inform citizens of the <br />availability of funds and eligible uses of the State Community <br />Development Block Grant (CDBG), and receive comments on proposed <br />activities, particularly from lower income persons residing in <br />Kittitas County. $85,070.00 is proposed to be available annually to <br />the County and HopeSource to fund public services that principally <br />benefit low-and moderate-income persons. <br /> JULIE KJORSVIK, CLERK OF THE BOARD provided a Staff Report on the <br />application to the Department of Commerce for Community Development <br />Block Grant – Public Service Funds in the amount of $85,070.00. The <br />public was also encouraged to provide comments on the community <br />action program’s past performance and use of their 2020 CDBG funds. JUDY PLESS, BUDGET & FINANCE MANAGER encouraged the Board to approve <br />the CDBG Public Service Funds Grant Application. <br /> THERE BEING NO ONE IN ATTENDANCE TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-082 CDBG PUBLIC SERVICE GRANT COMMISSIONERS VICE-CHAIRMAN OSIADACZ moved to approve the Community Development <br />Block Grant Fund – Public Service Application in the amount of <br />$85,070.00; Resolution No. 2021-082 a Resolution with Certification <br />of Compliance; and to authorize the Chairman to sign the <br />Determination of exemption & Determination of Categorical Exclusion <br />and the SEPA Certification Finding of Categorical Exemption. COMMISSIONER WRIGHT seconded. Motion carried 3-0.
