KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, WEBEX <br />Regular Meeting <br />MONDAY 1:30 PM April 12, 2021 <br />Board members present via WebEx: Chair Brett Wachsmith, <br />Commissioner Laura Osiadacz and Commissioner Cory Wright. <br />Others via WebEx: Dan Carlson and Jessica Miller, Community <br />Development Services; Toni Berkshire, Code Enforcement; Mark <br />Cook, Joshua Fredrickson, Liz Remeto, Arden Thomas, Candie <br />Leader and Rebecca Cruse, Public Works; Neil Caulkins, <br />Prosecuting Attorney; Lisa Young, Human Resources; and three (3) <br />members of the public. <br />At 1:30 pm Chair Wachsmith opened the Community Development <br />Services Study Session. <br />MARCH BUILDING PERMIT ACTIVITY <br />CDS Director Dan Carlson presented the Residential Building <br />Permit activity for the month of March. CDS continues to see an <br />increase in permit activity as compared to prior years. <br />REVIEW DRAFT TITLE 18 ADMENDMENTS <br />CDS Director Dan Carlson presented 2 proposed changes and <br />requests to set a public hearing to make the changes to Title <br />18. The first official uniform building code was adopted in <br />April 17, 1984 so CDS is suggesting that any structures that <br />were built prior to that are considered legal nonconforming <br />regardless of it they got a permit. Commissioner Osiadacz <br />requested adding language of some examples of how people could <br />prove the building was built prior to 1984 in the code <br />amendment. The second change is regarding the ability for the <br />Code Enforcement Officer to enter the private property for the <br />purpose of inspection for code compliance or investigation of <br />complaints.
