KITTITAS COUNTY <br />SHERIFF'S OFFICE <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 6, 2021 <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing the Write-off of <br />Uncollectible Debts owed to the Kittitas County Jail dating from 2002-2014. <br />BACKGROUND: The Kittitas County Jail is generally responsible for emergency or <br />necessary health care for inmates pursuant to RCW 70.48.130(2), and collection of <br />payment from inmates for such treatment is allowed pursuant to RCW 70.48.130(5). Per <br />RCW 4.16.040(2), there is a six-year statute of limitations for actions where accounts <br />such as these are receivable. The Jail Superintendent has been working to address <br />aspects of Jail records and operations that were previously overlooked or neglected and, <br />as a consequence, substantial amounts of uncollectable debt related to inmate health care <br />has been discovered. The Sheriff's Fiscal Analyst has recently reviewed collections <br />records dating back as far as could be obtained from our vendor, Armada Corporation. <br />The 2002-2014 reports revealed there to be $627,763.79 in uncollectible debt which <br />meets the statute of limitations and may be written off. It should be noted, however, that <br />this debt, having been overlooked, has never been reported as an accrual on the end of <br />year reporting. <br />INTERACTION: This was reviewed and approved by the Kittitas County Prosecutor's <br />Office. <br />RECOMMENDATION: Request to Approve a Resolution Authorizing the Write-off of <br />Uncollectible Debts owed to the Kittitas County Jail dating from 2002-2014. <br />HANDLING: None. <br />LEAD STAFF: Superintendent Panattoni <br />
