KITTITAS COUNTY COMMUNITY DEVELOPMENT SERVICES
411 N. Ruby St., Suite 2, Ellensburg, WA 98926
CDS@CO.KITTITAS. WA.US
Office (509) 962-7506
"Building Partnerships — Building Communities" Fax (509) 962-7682
KrTTi1AYiIII%T1_
AGENDA STAFF REPORT
AGENDA DATE: November 17, 2020
ACTION REQUESTED: Request for Approval of a Resolution Allowing for Provision of Child Care
at Lazy F on an Emergency Basis
BACKGROUND: Lazy F Ranch is requesting to use an existing campground for emergency childcare for
local families in need during the pandemic, but this use is not allowed by the approved
conditional use permit for the property. Additionally, the subject property is zoned
Forest and Range and childcare is a prohibited use in this zoning district.
RCW 38.52.070, however, gives broad powers to the Board of County Commissioners
in times of emergency for "providing emergency assistance to the victims of such
disaster." Therefore, CDS staff has worked with the Prosecutor's Office to draft the
attached resolution that would allow childcare at Lazy F Ranch during the current
declaration of emergency related to the coronavirus pandemic.
INTERACTION: CDS, Prosecutor's Office, Board of County Commissioners
ATTACHMENTS: Resolution
STAFF
RECOMMENDATION: Approve Resolution.
HANLDING: Presentation to the Board by Kittitas County Community Development Services.
RESPONSIBLE STAFF: Dan Carlson, AICP, Community Development Services Director
COMMUNITY PLANNING • BUILDING INSPECTION • PLAN REVIEW • ADMINISTRATION • PERMIT SERVICES • CODE ENFORCEMENT
