Additionally, the subject property is zoned <br />Forest and Range and childcare is a prohibited use in this zoning district. <br />RCW 38.52.070, however, gives broad powers to the Board of County Commissioners <br />in times of emergency for "providing emergency assistance to the victims of such <br />disaster."
