2019-01-22 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S CONFERENCE ROOM SPECIAL MEETING TUESDAY 2:30 P.M. JANUARY 22, 2019 Board members present: Chairman Cory Wright; Vice-Chairman Brett Wachsmith; and Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board and Patti Johnson, Solid Waste Director/Project Manager. SPECIAL MEETING COURTHOUSE PROJECT COMMISSIONERS At 2:30 p.m. Chairman Wright opened a Special Meeting to discuss the Courthouse project. Patti Johnson, Solid Waste Director/Project Manager said she was looking for direction from the Board on the new Courthouse. She provided a copy of the most recent space needs analysis and reviewed the preliminary siting of the project. There was discussion on the various properties that are owned by the County. The Board discussed relocating the Public Works Department, Community Development Services and the Public Health Department to the Airport property. The funding could possibly come out of Public Works and the other two offices would pay rent as they are currently doing. Ms. Johnson said the County would need to work with the City of Ellensburg to ensure the bus system would be on their route out to the Airport property so people would have access to the offices. Commissioner Wright said he was in favor of exploring the option and said it would cut the Courthouse bills and show the County was investing out at the Airport. Commissioner Osiadacz said she would like to see the figures on how much the new option would cost. Ms. Johnson said would have the architect go back through and run the numbers based on the scenario and will come back before the Board to present the information. DIRECTION BLA REQUEST – FIRST & LAST CHANCE TAVERN SOLID WASTE Ms. Johnson said the First & Last Chance Tavern property is located on the Master Plan but it is not on its own parcel and a lease cannot be attached. She said she has contacted Cruse & Associates and discussed the issue with the Prosecutors office about doing a Boundary Line Adjustment. The Board said the BLA could be paid for out of the Shady Brook fund.
