10/16/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. OCTOBER 16, 2018 <br /> <br />Board members present: Vice-Chairman Obie O’Brien and Commissioner <br />Cory Wright. Excused: Chairman Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; and 6 members of the public. <br /> <br />PUBLIC HEARING STOP SIGN MEADOW WAY AT SPARKS RD. PUBLIC WORKS <br /> <br />At 2:00 p.m. VICE-CHAIRMAN O’BRIEN opened a Public Hearing to <br />consider the placement of a Stop Sign at the Intersection of Meadow <br />Way (MP 0.0) at Sparks Road and to Amend Kittitas County Code <br />Chapter 10.12.010. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided a Staff <br />Report and explained that the Board had established Meadow Way onto <br />the Public Road network (Resolution 2018-151) and they have <br />determined that a Stop Sign on Meadow Way at Sparks Road is in the <br />best interest of public safety. <br /> <br />THOSE PRESENT & TESTIFYING: JOHN JENSEN submitted a letter into the <br />record and reviewed reasons why activity going on in the area is in <br />violation of the CCR’s of Easton Acres properties. He said the <br />Easton Acres Homeowners are concerned that legal access across the <br />property does not exist and in order to protect their CCR’s they <br />must enforce them. He felt the Community Development Services <br />Department, Public Works Department, Martens Enterprises LLC and <br />Easton Ridge Land Company should stop trying to inch forward on the <br />project until the issues are resolved. MYRNA JENSEN asked <br />Commissioner Wright how much of the issues he was aware of that is <br />going on. NOLAN WISE said that by establishing the Stop Sign it was <br />a proactive approach. He said once the issues relating to the heavy <br />equipment were brought to their attention it was immediately <br />addressed. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />ORDINANCE 2018-019 STOP SIGN MEADOW WAY AT SPARKS RD. PUBLIC WORKS <br /> <br />COMMISSIONER WRIGHT moved to approve Ordinance No. 2018-019, <br />Placement of a Stop Sign at Meadow Way and Amending Section <br />10.12.010 of the Kittitas County Code. VICE-CHAIRMAN O’BRIEN <br />seconded. Motion carried 2-0. <br />The meeting was adjourned at 2:18 p.m. <br />
