2018-09-17 MINUTES 1 <br /> COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S AUDITORIUM SPECIAL MEETING MONDAY 2:00 P.M. SEPTEMBER 17, 2018 <br />Board members present: Chairman Laura Osiadacz and Commissioner <br />Cory Wright. Excused: Obie O’Brien. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human <br />Resource Director/Interim Event Center Director; Clay Myers, <br />Undersheriff/Interim Fire Marshal; Rich Elliott, Kittitas Valley <br />Fire & Rescue; Dan Carlson, CDS Director; Chris Martin, Roslyn Fire <br />Department; Reece Lolley, Director of The Nature Conservancy; Rose <br />Shriner, Kittitas County Conservation District and 2 other members <br />of the public. <br /> SPECIAL MEETING EXEMPTION FROM BURN BAN – TREX COMMISSIONERS <br /> <br />At 2:00 p.m. Chairman Osiadacz opened a Special Meeting to review a <br />request from Kara Karboski, WRCD, TREX Coordinator for an exception <br />to the burn ban issued by Kittitas County to meet the training <br />objectives of the TREX program and increase opportunities for live- <br />fire training during the last week of September. <br /> <br />Kara Karboski, WRCD, TREX Coordinator provided information on their <br />upcoming training which is part of the Cascadia Prescribed Fire <br />Training Exchange and hosted out of Cle Elum. The request had also <br />been made by the Washington Department of Natural Resources. She <br />said the burns would be staffed by qualified fire personnel <br />operating under the National Wildfire Coordinating Group standards <br />and managed by The Nature Conservancy or the Washington Department <br />of Fish & Wildlife with an approved burn plan and implemented with <br />qualified Staff from various federal and local agencies. Reece <br />Lolley, Director of Nature Conservancy provided information on the <br />proposed TREX program and described their outreach efforts with <br />local agencies and plans. He said they were open to suggestions on <br />how to better communicate with the public. <br /> <br />Rich Elliot, KVFR said they were in support of exempting prescribed <br />burning from the burn ban as long as they have a plan in place. He <br />suggested contacting the adjacent Fire Districts to advise them on <br />how much they’d like to participate and if they would be willing to <br />assist with public outreach. He said training opportunities are <br />invaluable. Chris Martin, Roslyn Fire Department said it was an <br />important training and provided a flyer for the Boards review. Clay <br />Myers, Undersheriff said he had just received the plan approximately
