09/04/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. SEPTEMBER 4, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Patti Johnson, <br />Solid Waste Director/Project Manager and Tom Parker, Jacobs <br />Engineering. <br /> <br />PUBLIC HEARING PURCHASE REAL ESTATE PARCEL 611033 SOLID WASTE <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />the purchase of Real Estate commonly known as Parcel 611033, US <br />97/Old Hwy 10 Site, Ellensburg, WA 98926. <br /> <br />PATTI JOHNSON, SOLID WASTE DIRECTOR/PROJECT MANAGER reviewed the <br />site map of the proposed location, and explained that beginning in <br />2016 Solid Waste began working with CH2M now known as Jacobs <br />Engineering to locate a new site for the Ellensburg Transfer <br />Station. She reviewed the Open House and public comments received <br />and stated the proposed location was ranked number one for location <br />and had the least amount of negative feedback from citizens. She <br />reviewed the negotiation process that the County Prosecutor’s Office <br />had been working through and stated that the Purchase and Sales <br />Agreement was prepared to reflect Parcel 611033 and includes 54.95 <br />acres and the water rights. She answered & clarified questions the <br />Board had relating to timeline of the project and location <br />specifics. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2018-139 RATIFYING PURCHASE AND SALES AG. SOLID WASTE <br /> <br />COMMISSIONER O’BRIEN moved to approve Resolution 2018-139, ratifying <br />the Purchase and Sales Agreement and authorizing expenditure of <br />funds for the purchase or real property commonly known as Parcel <br />611033, US 97/Old HWY 10 Site, Ellensburg, Washington. COMMISSIONER <br />WRIGHT seconded.
