2018-08-21 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 9:00 A.M. AUGUST 21, 2018 <br /> <br />Board members present: Chairman, Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Lisa Young, <br />HR Director/Interim Event Center Director; Dan Carlson, CDS <br />Director; Clay Myers, Undersheriff; Neil Caulkins, Deputy <br />Prosecutor; Doug Mitchell, Deputy Prosecutor and two members of the <br />public. <br /> <br />SPECIAL MEETING INTERIM FIRE MARSHAL COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Osiadacz opened a Special Meeting to discuss <br />and receive an update from County Staff regarding the Interim Fire <br />Marshal options that had been briefly reviewed during a 7/23/18 <br />Department Head Meeting with the Board. <br /> <br />Clay Myers, Undersheriff gave an update on the information he had <br />obtained from Legal regarding the potential of separating the Fire <br />Investigation/Enforcement from Fire Inspection. He stated that the <br />advice from legal would be that the if the County went that route it <br />would need to be a civilian position out of the Emergency Management <br />Division of the KCSO to handle all things investigation/enforcement. <br />He stated that the wage work hasn’t been done yet and that pending <br />the Board’s direction they can bring forward numbers in the Budget <br />for 2019. He stated that in the interim there will be minimal impact <br />to the Sheriff’s Office and they have other resources they can call <br />in for assistance if things don’t work out with KVFR and the <br />Contract that is pending. <br /> <br />Dan Carlson, CDS Director reviewed statutorily what services have to <br />be covered in the interim. <br /> <br />Chairman Osiadacz stated that she has a meeting later in the week <br />with KVFR and should know more after that as far as the status of <br />the Interlocal Agreement with the County. <br /> <br />Clay Myers, Undersheriff stated that they are happy to cover the <br />statutory requirements in the interim. <br /> <br />Chairman Osiadacz stated that it’s appealing to have the Sheriff’s <br />Office take over the investigative/enforcement side since they are <br />able to provide the necessary coverage for the statutory <br />requirements at any time. She indicated that she feels very strongly
