2017-12-06 MINUTES 1 <br /> <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 3:00 P.M. DECEMBER 6, 2017 <br /> <br />Board members present: Chairman Paul Jewell; and Commissioner <br />Obie O’Brien. Recused: Vice-Chairman Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS <br />Director; Lindsey Ozbolt, Planning Official; Dusty Pilkington, <br />Staff Planner; Neil Caulkins, Deputy Prosecutor; Mark Cook, <br />Public Works Director; and approximately 13 members of the <br />public. <br /> <br />SPECIAL MEETING MARIAN MEADOWS CDS <br /> <br />At 3:00 p.m. Chairman Jewell opened a Closed Record Meeting <br />continued from November 29, 2017 to consider the Marian Meadows <br />Planned Unit Development (PD-17-00001), Conditional Use Permit <br />(CU-17-00001) and Plat (LP-17-00001). <br /> <br />Dan Carlson, CDS Director, provided the Board with updates on <br />proposed conditions on East Sparks Road; Easton School District <br />& Fire District #3; water; and utilities. <br /> <br />Mark Cook, Public Works Director provided information on East <br />Sparks Road. The Board discussed providing proof of legal access <br />prior to final approval; number of lots in the PUD; schools; <br />transportation impacts; Fire Management Plan; and other <br />suggestions to bring back to the Board at a later date. <br /> <br />Neil Caulkins, Deputy Prosecutor provided a history of <br />information on the Growth Management Act regulations and how it <br />guides the Comprehensive Plan and Development Regulations. He <br />answered questions from the Board as well. <br /> <br />The Board directed Staff to bring back revisions to proposed <br />Conditions for their consideration. <br /> <br />Commissioner O’Brien moved to continue the Closed Record Meeting <br />to January 3, 2018 at 3:00 p.m. in the Commissioners Auditorium. <br />Chairman Jewell seconded. Motion carried 2-0. <br /> <br />The meeting was adjourned at 4:50 p.m. <br />
